A teenager was killed in a traffic accident last night and the number two man in the City Council's Traffic Department may be the one to blame.

The victim is 18-year-old Dwayne Francis and he was killed when police say he crashed into an Isuzu Trooper driven by Glen Rivero who is a senior traffic warden employed at the Belize City Council. Francis was rushed to the KHMH where he was treated for what police thought were minor injuries including a cut on his lip. Francis however succumbed to his injuries at around 1:30 this morning. In the wake of his son's death, Dwayne's father Daniel Francis is demanding answers.

Daniel Francis, Victim’s Father
“I proceeded to the location where my son died and when I saw the blood on the street from my point of view there were no brake marks on the street, only blood. The other side of it is that I went to the police department and the officer who was in charge told me that they can’t give out any information concerning the death of my son. So I asked him why and he said because they have to be some further investigation. So I told him this is my son and I need to know who did it. He told that they couldn’t give out that. So I asked him if they have this person detained and he told me that everyone is innocent until proven guilty. So I asked where is the person and he told me the person is at large.”

KS: So your son had just left home when the accident occurred?

Daniel Francis,
“This happened about 10 minutes from his house; not even 25 yards away from the lane on the right side of the road and you can’t even see someone if they are trying to avoid an accident. You can’t even see a tire mark; all I saw was blood.”

KS: Where was your son headed?

Daniel Francis,
“To Belize City.”

KS: What kind of answers do you want for Dwayne?

Daniel Francis,
“The answer that I want for Dwayne? Hey could I get back my son? I can’t so why is the man still walking out here? Why? I mean to say the police can’t hold him in detention and say hey you did a crime?

Dwayne Francis had just graduated from Gwen Lizarraga High School and had dreams of attending UB. Meanwhile the City Council's Traffic Manager Kent Gabb says Rivero has been suspended pending the outcome of investigations. He however has yet to face criminal charges.
