But Prime Minister Briceno said that even if his Cabinet took a 100% payout - he feels it wouldn't make an iota of difference to the unions.

"Frankly speaking, no. I don't think it would make a difference. The unions' don't want their salaries to be touch. Punto finale! We could do 100% cut and it really would not affect the fundamental imbalance that we have in the finances of the government. What we are attempting to do is for everybody to get a little bit of the pain."
