And while 7News has brought the Definitive Agreement into the light - don't get it twisted, this document was has a strict non disclosure agreement and was not supposed to get into the public domain. And it has been scarce and hard to find.

Two months ago - even the current Prime Minister said he had not seen it - while at the same time taking the position that it was somehow binding.

Today Peyrefitte said that he applied for it under the Freedom of Information act and got no response:

"I don't think this "definative" agreement was put out there by the government for everybody to see. They didn't want anybody to see. On March 4th, I wrote a letter to the prime minister asking him if he has a copy of this agreement. To date, I have not received a response."

We note that the Definitive Agreements signed under the UDP with Stake Bank Enterprises and Harvest Caye Cruise Port have never seen the light of day - and when we today asked both Barrow and Peyrefitte who signed those agreements on behalf of the UDP - they didn't know.
