And while flooding is the greatest threat, Gordon also discussed what he called the worst case scenario - which is rapid intensification before landfall:

"Most of the models are suggesting that it will not be a very intense system when it reaches us. The like I said, worst case, most probable scenario is a low end tropical storm. That will be winds of 40 to 50mph. And it has favorable conditions right now in terms of, ventilation at the upper levels, but just to the north of it and to the west of it, over us, there are strong upper level winds, which will create some wind shear and potential limit development further, and therefore prevent rapid intensification. There's always a 1 to 2% probability that of course, you could have rapid intensification."

"However, like I said, the most probable Worst-Case scenario is we're looking at a low end tropical storm."
