Sugar's high prices are driven by a decline in the global production of sugar. The CEO for the Ministry of Agriculture says that they are also exploring the possibilities of legally exporting sugar into Mexico:

"The issue with sugar right now is that worldwide there is a 30% decrease in production of sugar so worldwide there is a decrease so even in Mexico even in Guatemala there was a decrease in the production of sugar. Whether it be climate change or whatever, worldwide there is a decrease in production so Mexico finds itself in a very difficult position because they soon after have some commitments to sell sugar to the US. So they are short so they need sugar. We are in a good position because we have most of our sugar exported out of our total production we consume about 15% of our production is what is consumed in the country. We have to export 85% if we were to be able to sell our sugar into Mexico that would really help us because there would be a decrease in the terms of the cost for instance of shipping because you wouldn't have to ship anything you can just drive it across the border into Mexico so then our farmers would receive, probably a price, what they receive would increase so Mexico is a good market for us so if we could tap into that market it would be good for our farmers."
