And while police made no arrests for the recovered weapons and drugs, today they charged two of their own with wounding. The officers are Constable Allister Casey and Special Constable John Myvette. The man they are accused of wounding is 23 year old Kevin “Passam” Dawson. He is the prisoner who tricked his way to freedom at the courthouse on March 5th.
As we reported, Dawson was there to be charged for drug trafficking but at the police station he swapped a charge sheet and clothes with Frederick Flowers who had been charged with drug possession. Dawson, pretending to be Flowers, got bail. Flowers later told the court that he was the real Frederick Flowers and claimed Dawson gave him a gold chain and forced him to do the switch. Dawson surrendered to police on the 13th of March and was charged for committing a mischievous act and escape.
Assistant Commissioner Allan Whylie says that apparently wasn’t enough for constables Myvette and Casey.
ACP Allan Whylie, Commander – Eastern Division
“That matter was reported to internal affairs. They have conducted their investigation. The investigation indeed substantiated that allegation and we have dealt with those officers. Just this afternoon after I consulted with the Commissioner it was directed and those two officers are in the process of being arrested, if they have not and they will be interdicted from duty.”
Keith Swift,
What will they be charged with?
ACP Allan Whylie,
“Wounding, that’s the classification. That of course will not stop us from also bringing disciplinary charges of doing prejudice to good order as well as using unwarrantable force to a prisoner in custody.
He was beaten while he was in the cell and obviously it may have been as a result of frustration or something over the previous incident. Remember officers are human and are prone to err but when these incidents reach our attention we don’t sweep them under the rug, we deal with them and we deal with them expeditiously.”
The constables also face internal disciplinary charges. Dawson meanwhile is back in jail. He pled guilty to the committing a mischievous act.
