"The Crooks Report" - during the current crime crisis, it is so often referred to almost as a panacea, a cure-all for the various vices that ensnare the police department. But while the report and its 167 recommendations stand - the author of the report, Jamaican Harold Crooks has been going through some snares of his own.
Tonight Crooks is in the custody of Jamaican Police. He was arrested this morning at the Ocho Rios Pier in St Ann, Jamaica. Crooks fled Jamaica in March after he was accused of having sexual relations with an under-aged girl. He told media outlets at the time that he had no intention of returning because he could not get a fair trial in Jamaica. That is quite a declaration considering he's the Former commandant of the Jamaican Special Constabulary Force. But while he may be a former top cop and a sage policy adviser, he's a lousy fugitive; Crooks was caught on a Carnival Cruise that made a stop in...Jamaica!
According to CVM News in Kingston "the police got word of his presence on the ship and went to investigate...He was rescued by the marine police and taken to the Ocho Rios police station where he was processed." In late March Crooks claimed he had a brief relationship with the 16 year old girl - but contrary to the reports which were made to the police, he did not have sexual relations with the girl until after her sixteenth birthday, and with her consent.
