And while Commissioner Chester Williams will not be there - he empathises with both sides.
The Commissioner says this terrible event puts him between a rock and a very hard place. Here is more.

"By all accounts there was no break in but by all accounts, yes based on what the security guard gave the police the children do fit the descriptions of the ones that he was referring to but there was no break in let me make that emphatically clear. They were on their way back from that home and were running to beat curfew and not necessarily running from the police and so it's really unfortunate, and I really and truly I cannot say that I can feel what the mother is feeling but I can feel some of her pain, it would be rough for any parent. It is indeed a tough situation and as I said to my officers as the commissioner of police, I find myself between a rock and a hard place because while I do understand that police officers in the execution of their duty, may become overzealous and go above what would be normally required. I have to also put myself in the position of the parent of the child and I know the parents well, they are good supporters of the police, the child came from a good home and is not known to have any criminal history and so it is tough, I spoke to the mother this morning and I expressed our sincere condolences ha to her for the loss. She was obviously in a state of shock and understandably so, as she said to me that the child had his entire future ahead of him and that has been taken away."

"Sir you've said recently that police officers not the state would come to be held criminally liable in cases like these, do you foresee that this would be such a case?"
Chester Williams
"There is what is called in law or in the law of Tort the deep pocket theory where even if it is that you try to say you hold that officer personally liable the court is going to say but he does not have it, he's a man of straw. At the time when he executed the act he was acting as an agent of the state and therefore the state having the means would have to be held family to compensate the family for whatever loss that they may have had."
