

And the City is also under scrutiny tonight for the other man involved in that incident - Tarique James - who was in Goodin's vehicle and allegedly fired the shots at Kenyon Tillett.
7News has obtained documents indicating that he may have been double dipping at the City Council and another government funded program. Jules Vasquez had a look:
This is Tarique James when he went to court on Monday on charges of discharging a firearm in public - allegedly discharging it from inside Councillor Micah Goodin's Nissan Rogue - seen here with the back glass shot out - allegedly by the other party in a shootout.
The 25 year old told the court he was a former Sanitation Coordinator at Belize City Council who is now employed at CYDP as a Leadership Intervention Programmer.
Much has been said about him having a gun license:

"This young man Mr. James, I don't want you to prejudge him but I know for a fact he's a part of this gang intervention unit situation, what is he doing with a licensed firearm?"
And now that gun is in police custody:

"I have since directed the police to take away all firearms from the three individuals who are in possession of license firearms. I have also directed OC CIB to submit to my office a report of the incident and I am going to write all three license holders to show reasons why their firearm license should not be revoked."
But while that is the criminal side of this case - what about the administrative irregularities? Was Tarique James - close ally of Deputy Mayor Goodin - double dipping with the consent of trusted councilors?
By that we mean, was he getting paid by the Leadership Intervention Unit's Community Cleanup program - whose funds for the community clean up program are funneled from Central Government through City Hall - while also being paid as a city hall employee?
Documents obtained by 7news show that on May 4th - he was paid 342.00 dollars by the city hall in this cheque -while simultaneously being paid 350 dollars by the LIU program from April 25 - 6th May 2022.
The councilor in charge of The program Michael Novelo has told us he was terminated by City Hall and then picked up by the LIU program and that there was no overlap or double dipping.
But this document shows that he was terminated effective May 29th - and again he did receive these overlapping payments.
Reports suggest there are others in the system who may also be double dipping though Novelo denies this or any other case.
