Yesterday when our news team was returning from the House Meeting in Belmopan - we saw the strangest thing: Deputy Mayor Philloughby and his CEO Percy Muriilo digging into a pile of roadside garbage at mile three.
Now we figured either the councilor had caught heat stroke in November - or that he was unto something. Either way, with Philloughby, it's always sure to be entertaining and so we pulled over and asked him what's up. He told us that he was p[laying garbage detective:
Phillip Willoughby, Deputy Mayor
"We are just out here searching through the garbage to figure out who is illegally and disrespecting our country by throwing waste like this on the highways whilst we have people traversing the highways - tourist and others. we will be capturing these business houses and we be dealing with them by issuing some serious fines and they will be taken to court."
Jules Vasquez
"Now I saw you and your CEO here doing sort of forensic work on the garbage. You all are digging n the garbage."
Phillip Willoughby, Deputy Mayor

"Basically and for those who think that we aren't here working, I take my job seriously Jules and stay on top of what I am elected to do."
Jules Vasquez "At the same time you are digging in people's garbage, it's kind of creepy."
Phillip Willoughby, Deputy Mayor
"It's unsanitary but again we want to fix this garbage problem and this is the routine other than physically seeing who illegal dispose of their garbage around the city or even on the highway, this is the process."
Jules Vasquez
"And what have you discovered by digging in the garbage?"
Phillip Willoughby, Deputy Mayor
"To this end we have found who has dump the garbage here illegally."
Jules Vasquez
"This so called forensic in garbage, what does it entail?"
Phillip Willoughby, Deputy Mayor
"Looking for key evidence that points to that individual."
Jules Vasquez
"You don't have somebody else Deputy Mayor to go through garbage?"
Phillip Willoughby, Deputy Mayor
"Yes we do have personnel but again our department is stretch thin and whilst myself and my CEO Percy Murillo is checking that waste control is living up to their part of the agreement, we have residents living on the highway, the Faber's Road area and that area that waste control should be working on their schedule so we just took the opportunity as we pass these hotspots we check them."
Willoughby says he will initiative prosecution against those companies whose commercial imprints he excavated from the dump.
