And perhaps it was that inability to make peace with his team that had one CEO and one proposed CEO out the door. We've told you that Dr Julio Sabido has replaced Dr Lesbia Guerra, who replaced Dr Deysi Mendez.
It was a virtual conveyor belt of CEO's, but the PM feels that Dr Sabido is the best choice since he comes from inside the ministry. We asked the prime minister about this.

"Is only one. Lesbia Guerra was never the CEO, she was offered the position, she went in for 2 days to take a look and then decided that she did not want to take the position, so she was never the CEO. Once she decided that she would not take the post then we had to take another look and working along with the minister we felt that maybe Dr. Sabido would be the right person - somebody that has been in the ministry for the past 10 years and have a good understanding, not only the technical, but also for the managerial aspect of things that needs to be done."

"There is some animosity that exists between him and the 2 deputy directors of health services and he was someone who was very close to Minister Chebat. It's not a case where you all are kind alike, given Minister Chebat a bone, since he's been asked to leave that ministry that has a greater budget than public utilities."

"I don't know what you are talking about if he has any contentions with other ministry, maybe he doesn't. And this has nothing to do with Minister Chebat. It was simply that here we have a new minister that will go into one of the largest ministries, a ministry where we are still in a pandemic that he would not have time. He has to start from day one start running as soon as he gets in. We felt that its best if we could get somebody from within the ministry and since Sabido was there and yes, he was close to Minister Chebat, that has given him a first-hand view, an overlook of what's needs to get done in the ministry, so that why we felt that CEO Sabido would be a good fit for that post."
