And a major part of Barrow's story goes back to the 10 years he served as Foreign Minister in the 80's and 90's.
That position is now taken by Francis Fonseca who has major meetings this week with the visiting US Deputy Assistant Secretary Eric Jacobstein.
And while that is happening behind closed doors, Jacobstein is here for public events related to the Central American Regional Security Initiative.
We asked him about a reported trilateral meeting with Belize and Guatemala on Friday - and he didn't have much to say:

"Such an honor to be here and Belize with our fantastic ambassador, Michelle Kwan. And I would just say that, uh, for the United States, for the Biden Harris administration, our relationship with Belize is a top priority."
"We recognize Belize's leadership on democracy in the region, its leadership on a number of issues. It's recognition of Taiwan, its leadership in Haiti, on migration through the Los Angeles declaration process on migration management."
"So for me, it's really an opportunity to check in with government leaders, have important conversations and really demonstrate our strong support for the U.S. Belize partnership."

"Are you supposed to have a trilateral meeting with Guatemala and U.S. on Friday. Can you give us more or less some details on that?"
Eric Jacobstein
"We continue to work closely in a trilateral manner. I don't have anything further on future meetings."
