According to the CEO, the ministry somehow wasn't paying its developer fees and they were working to restore the service.
This evening, they issued a release saying the system is now back online. The Minister and the CEO worked with the Embassy of Taiwan and the Central Information Technology Office to address the issue, with CITO conducting the necessary troubleshooting.
