Last night we reported that Central Bank Governor Sydney Campbell (See Central Bank Governor Tells Fonseca No) wrote to Utilities Minister Ralph Fonseca saying that he could not render a decision on taking back the Special Share from Jeffrey Prosser because it would be a conflict of interest.

Well today, Fonseca said that Campbell never said that. The letter was leaked to us, but Fonseca says it's not the real thing. He today sent through a signed copy of the letter that he says is on his files. Right down to the reference number, it's pretty much the same as ours, except that this one has a different date, one day before the statutory instrument was passed and consequentially, the paragraph about a conflict of interest is not there. That tells us that there were two drafts, one acceptable and one un-acceptable, but it tells Fonseca, by his declaration, that our source inserted. The offending paragraph, which we can declare, is not the case.

The bottom line is that Campbell's letter in either from stresses that with the Central Bank's consent, the Special Share is pledged as security for an Intelco debt at the Royal Bank of Trinidad and Tobago which is the subject of pending litigation against the government.
