It's also of note that Solicitor General Elson Kaseke, who drafted the copyright and intellectual property legislation for government, is also listed as a director of the private BELIPO which administers copyright and intellectual property registration. More than a little cute, and demonstrably, a conflict of interest and Barrow also frowned on the role played by his brother's corporate colleague.
Hon. Dean Barrow,
"Unlike David Jenkins and Denys Barrow he is not a private citizen. He is a public servant and he, as you say, was centrally involved in the new legislation that presumably gave rise certainly to the Belize Intellectual Property Rights Office. Mr. Kaseke is a public servant. He is the Solicitor General of this country. I really don't understand how his name can appear as a shareholder, part owner, director, or whatever it is of BELIPO."
And while the Belize Companies Registry Limited handles all registration and stamp duty for private companies, keeping 80% of the revenue and giving government back 20%, no one knows what's the formula for BELIPO, which owns the Registry. BELIPO also has the appearance of being a hugely profitable enterprise because it registers trademarks at a clip of four to seven hundred and fifty dollars per copyright and there are hundreds registered annually.
