The Prime Minister has formally appointed the Commission of Inquiry to investigate the allegations of wrongdoing at the Karl Heusner Memorial Hospital. As we told you last week, the three member commission will be chaired by Justice Adolph Lucas. He will be joined by Julia Castillo - the nominee of the Ministry of Health and Orvin Nicholas – the nominee from the Trade Union Congress.

The terms of reference are to:

  • to investigate the procedures and processes of pharmaceutical, medical, and other supplies and equipment at the hospital during the period – January 1st 2007 to June 30th 2009.
  • Two, is to determine whether proper procedures, practices, and applicable rules and regulations were duly observed in the procurement of such supplies....and whether all purchases were made transparently.
  • Three, is to determine whether the procurement practices for goods and services at the hospital were within the ambit of approved or established policy and were carried out without waste or abuse.
  • And more importantly –the commission has been tasked with determining if any improprieties, irregularities, or wrongdoings occurred....and if so identify the persons responsible.

The commission has been asked to produce its report as soon as possible. The hearings are expected to be public.
