Over the last four years, the PUP has had major CEO problems, with multiple CEOs up and leaving or being transferred to other ministries. As it is, the Ministry of Transport is on its fourth CEO, and he's only there in an acting capacity. And rumors suggest that there is friction between the health minister and his CEO.
Speaking very generally yesterday, the PM said some friction is necessary, but it's always a tricky situation when a minister brings in a friend to take the post.
John Briceno, Prime Minister
"We do that all the time. We're constantly looking and if there's really bad friction, but sometimes friction is necessary to be able to to keep a balance, you know, within the different ministries. And I'm not just speaking for health, I'm speaking to all the different ministries, you know. We want ministries where the minister can dictate policy and the direction, and then CEOs then can put that into place."
"But ministers and I'm not talking to health. I'm talking because generally we ministers need to understand that we don't implement we present what is the plan and then we have our CEO to ensure that the our policies are being implemented. But it's not, we should not be saying well I don't want this one to do this or picking or whatever and that's the CEO of that, When you start to get involved in that kind of of management, that's when you create a problem."
"So we need to it's a constant balance, it's a constant balance between all the ministers and their CEOs. And sometimes there's a problem when a minister would bring a friend, you know, or a close confidant to be there CEO because then they tend to the the that person tends to just want to please the minister and not necessarily to look at the actual work that has to get done. So it's a balance."
