And while the cane farmers want freedom of association, their most pressing concern is the feeder roads. That is because while government happily spends $800,000 to prop up Universal Health Services, GOB has only budgeted $40,000 to fix the roads leading to the Tower Hill Factory. And it's an impending crisis. Efrain Zetina described the roads as perilous.

Efrain Zetina,
"The sugar roads are in a very terrible state. Farmers have good land to take out their cane but the roads, the principal roads are very very rough, they are bad. Because of that farmers are not eligible to deliver their cane and I think the government should be the responsible body to have the roads ready for us and not wait until when the factory opens to do something."

Keith Swift,
So you just have cane sitting in your fields?

Wilfredo Magana,
"Yeah right now a lot of cane is sitting in the fields because like what Mr. Zetina was saying the road and this isn't in good conditions. This is one of the things that we need to unite to fix."

Are you losing money?

Wilfredo Magana,
"Well right now yes because we should be delivering but we're not delivering because of the road conditions."
