Ever heard of a "white man" with the title "Cacho?" Neither had we until Monday when 50 year old Patrick Allen Shafer showed up in the Magistrate's Court on a forgery charge. The American musician was caught when he went to the passport office - trying to take out a passport in the name of Evan Patrick Cacho. Shafer had the birth certificate to prove it - and it might have passed if Cacho wasn't dead! That's right, information is that Shafer copped the name off a tombstone, somehow forged a birth paper and took it from there. He went as far as taking out a driver's license, a social security card, and a post office box in that dead man's name. One man that caught unto the game early was Leslie Flores a justice of the peace attached to the immigration office. He said he knew that something was very wrong - when the would be Cacho wanted his help in taking out a passport:
Leslie Flores, Justice of the Peace
"He presented a birth certificate with name Evan Cacho on it, you know. But I clearly saw that this was an American fellow, he was very white I must say. You know, form my knowledge I know that Cacho, the surname Cacho applies mostly to Garifuna persons, noh? So that was when a red flag went up for me. So that was when I asked him to produce other forms of ID to verify the name "Cacho." At that time he presented a learner's permit which also said "Cacho," but at that point in time I decided that, you know, I wasn't in a position to help, so I refused and I declined to sign the passport identification for him."
And while Flores didn't sign for Shafer, another J.P. did. Still he was nabbed by the passport office which turned him over to poliCe who charged him for forgery of a passport, and three charges of uttering upon a false document namely the birth certificate. He was offered bail of 6,000 dollars on monday when he appeared before magistrate Dorothy flowers. There are reports that Shafer is desperate for a new identity because he is a fugitive.
