Up to last night, he was too ill to be charged but it appears that today Sergeant Clement Cacho was well enough to face charges for running into a horse and carriage loaded with children. Today police piled on 11 counts of negligent harm and one count of failure to stay on the right hand side of the road. Although many independent witnesses on the scene told us that Cacho appeared to have been drinking, police did not charge him for driving under the influence. On New Year's Eve, Cacho was westbound on Faber's Road when he collided with the buggy driven by Godfrey Elliot. The horse was killed on the spot, some of the kids were injured, and the carriage was totaled. Despite earlier claims, the police, it now appears will not charge Elliot.
