And now the commissioner is using this terrible double murder as a platform to push for the 13th amendment to the constitution which will make it easier to declare states of emergency - or as they will be known, "special areas".

"However, these are innocent people who were targeted. Is this a failure of policing in the area to have suppressed a crime like this or be found out right after it happened because police swarmed this area at 7:45 p.m. on Friday night?"

"This is why I believe that I want to beg, I want to implore on the public to support the police department, to stand with the police department as a united front, as our resolute support of the amendment of the gang and gun laws that is being proposed in the 13th Amendment of the Constitution."
"I do support that we have a number of citizens, including the at-risk communities, who have demonstrated positive response to rehabilitative and preventative programs. But we do have a minority, a hardened minority who is hell-bent, who will do whatever it takes."

"But sir, if this is a policing failure, then how can you seek to go extra constitutionally or extra legally to solve a problem just because policing-wise, you are unable to solve it?"
