As an attorney Saldivar says that he has identified a gap in the system that urgently needs to be addressed in order to stop these fatal robberies from occurring and continuing. He believes that these incidents are becoming a pattern that police need to dig deeper into.

"It's Brazen and bold. I think that part of it has to do with the inconsistency of law enforcement, the double standard that is taking place there. So there has to be a tightening up of the discipline in the police department there has got to be greater accountability and there has to be investment in investigative capacity because it appears as if, as a result of the disconnect between the police and the public. There is this unspoken appreciation that if you get far enough away quick enough the chances of being apprehended or found out is limited. It cannot be that way, the special branch which was the hallmark of our investigative component is almost defunct; you don't even hear about special branch anymore. Those plain clothes officers who receive advanced training in investigative techniques who are able to get down into the community and blend they are now needed more so than ever to get intelligence and to find out what is taking place here, is this an individual rogue person acting in this way or is there an actual criminal ring operating and targeting delivery trucks?"
