And while the families are one thing - what about the farmers? Those out west have been fighting with park managers for the use of water from the naturally occurring ponds.
Recently Farmers within the Tapir Mountain Nature Reserve have been battling with park managers who utilized their ponds, one of their main water resources to get water for helicopter overflights.
We asked the disaster risk management team today whether the farmers had rights over these ponds, especially in a time of emergency:

"So in a time of emergency we do have to use the resources that are available to address that issue so clearly in this case there was a need because the water sources are very scarce but these are issues that we will continue to address carefully. We know that it occurred and we will be addressing that with those particular farmers."
