There is concern tonight about the quality of water being used by prisoners at the Kolbe Foundation.

A September 2025 public health inspection by the Ministry of Health at the Kolbe Foundation led them to conclude that the well water at the prison-used for "food preparation, washing, bathing and flushing waste"-was contaminated with "fecal coliform".

So have corrective measures been taken? When we spoke to the acting prison CEO today via phone, he explained that they increased water rations to meet hygiene standards.

Voice of: Francis Woods, Acting CEO, Kolbe Foundation

"From what I recall, in September of last year, we got a notice from the Ministry of Health and that change was immediate because, apparently, there was some call-ins from skin rashes from bathing with that water. So, immediately, the past CEO had added additional 2 gallons of water to what inmates get so that they can bathe with potable water."

"Each inmate gets five gallons of water. With that water, they are expected that will provide for drinking, for washing, and bathing."

"They were already receiving rations of water; they just increased that ration to make oral standards as far as inmate per day and water needed. Now, we do not use BWS water for flushing toilets, we use well water for that. So, the potable water is just for drinking, washing clothes, and for bathing."
