In June, lawmen from the Harris County Police Department in Texas visited Belize to donate equipment to make ID cards for the department. As a follow up, a team of officers from Belize including the Commissioner of Police Gerald Westby, Assistant Commissioner Crispin Jeffries, ASP Edward Broaster and Special Constable Lee Mark Chang visited Harris County. All four were awarded honorary titles in that county's police department. Jeffries explains.

ASP Crispin Jeffries,
"The sward was presented to myself along with the Commissioner of Police and Mr. Broaster and Lee Mark Chang. All of us are members of the Belize Police Department, Lee Mark Chang is a Special Constable and he is also a Justice of the Peace. The Belize Police Department have been working with the Harris County Fourth Precinct Constable Office headed by Mr. Ron Hinkman. It is a fairly active police organization. They have a lot of technology that they wanted to share with us; the training material. They are in fact the police agency in the Houston area that is responsible for a school district which has ninety thousand students and they police that area by in some ways mobile patrols, remote cameras, and working with the individual organizations, small police units or security units that they have. So it is a very elaborate operation and it was impressive for us. We learnt a lot from it and I think this relationship between ourselves and the Harris County Police will definitely lead us to higher levels of professionalism."
