For those living in the unplanned, underdeveloped and often chaotic areas of Collet, Port Loyola and Lake Independence, the southside dvelopment project offers great promise. $47 million will be spent on infrastructure, streets, drains, housing, streetlights, employment, and a host of other poverty alleviation measures. But where is the money? In March, government announced that Kuwait had come through with the first $12 million, but residents say they haven't seen it on the ground. when we asked the Prime Minister about it last week, he said wait, just a little bit more.

"As soon as the social impact study is completed, and that is sent to the OPEC Fund people, and we get the first tranche of the financing, we will start the project. All the studies have been completed, the physical work, the social work is being undertaken. As soon as that is completed, we will start."

"I would say towards the end of this year or definitely by early next year it will start."
