And one piece of unfinished business for the mayor that will never be finished is the work to salvage those swampland communities above the Krooman Lagoon in the collet constituency.
In the heady days after the 2018 election - the Mayor along with the Ahmadiyya Jama'at Muslims went into the Krooman area with the promise of creating housing and jobs for that depressed community with funding from Ahmadiyya.
But that area has what's called multidimensional poverty - there's no silver bullet and no quick fix for issues that range from land tenure, to housing stock, to utility infrastructure.
Humbled by this knowledge - the mayor today more or less conceded that this one was a London Bridge too far:
Bernard Wagner, Mayor, Belize City

"That program, given the fact that it required moving of those people in the immediate required collaboration with migration, it required collaboration with land and with the Ministry of Lands, because if you are moving or relocating residents, you have to be able to give them some measure of land for them to build. You don't want to displace anyone. And so we continue to look at the Krooman Lagoon area. That area is a natural water catchment that serves the city. And I'm certain that within the big scheme of the national plan with the Ministry of Lands and the Ministry of Infrastructure, they do have a plan to address those families."
"I believe it was 100 families when we did the survey back then, I don't know how much that has increased, because you know that go, but we certainly see the conditions those people are living in, its horrible conditions. And so we really want to look at how we can alleviate the suffering of all our residents."

"But has any household been able to benefit from the program?"
Bernard Wagner, Mayor, Belize City
"No, no, that program has never really taken off the ground, because it requires so many other collaborations and components."
