The PUP has written to the Commissioner of Police asking him to investigate Elvin Penner. On Friday Attorney Edwin Flowers on behalf of the Leader of the Opposition, sent the commissioner a long letter requesting urgent and immediate action in respect of the investigation and prosecution of Hon. Elvin Penner regarding his role in the issuance of Belize Nationality Certificate and Passport to Citizen Kim. He argues that there is prima facie evidence against Penner for the commission of at the very least, an offence under the Passports Act. The letter further details that the offence is a summary offence and there it is incumbent on the police to lay charges before the expiration of the six month limitation period which expires in March, 2014.
The letter invites a reply from the Commissioner within seven days of receipt of same, failing which judicial review proceedings will be initiated against the Commissioner for a court order to compel him to act in the face of clear evidence.
