And foremost in that totality of allegations against Saldivar is his use of a Coast Guard vessel - while he was minister of national security to - as he put it - take Lev Dermen and Jacob Kingston on what he called a fishing trip - in a clandestine recording.
Speaking on the record, Saldivar says he took him to visit Coast Guard installations.
It is an abuse cited by the State Department which says he used the US donated vessels for his personal gain.
Peyrefitte wouldn't go that far - but he did concede it was an abuse of office:

"How do you view the use of public assets in that manner by those in a public position?"

"I think even he himself said. In a press conference he said that - he uses the word it was an error, but it was wrong. If you take a public asset and utilize it for a private purpose, that's wrong and there is no way of explaining out of that. I find it hard to believe that on that basis alone you'd be designated, your wife designated, your children designated, minor child designated - I hardly believe that the designation is based on that."

"Chairman, what then do you do of the comment from the Commissioner yesterday in which he said that he has directed an investigation against the use of that same coast guard vessel?"

"My question would be, why now? why not do that a long time ago? why now? and if you have an investigation into that vessel then let it proceed. When you behave in a certain way in office, there will be a day of reckoning and you have to understand that how you comport yourself when you're in office is very important. Because things may come against you that may be fair or unfair, but you have to be very careful that you go out of your way to not just do the right thing, but also seem to do the right thing."
"If you notice, you don't see the PUP celebrating this at all, because they may very well know that their own day of reckoning may soon come given their performance and behaviour over the first 2 years of being in government."
