And while the Environmental Compliance Plan is written in stone, as you heard the PM say, the Definitive agreement. But, going Back to what the Prime Minister said about the Portico Definitive Agreement - he said "it has to be redone" and that, quote, "it will be no better or no worse than what Harvest Caye got and Stake Bank."
Well, that's a MAJOR re-do, and it brought to mind our question for the former Attorney General on Friday about who had signed those definitive agreements.
Turns out he had signed one of them, while Erwin Contreras signed the other. But, Peyrefitte seemed to have clean forgotten about that, or pretended so at least:

"I don't remember. But it doesn't matter if he signed it. It doesn't matter who from cabinet signs it, as long as it has cabinet approval. And I am telling you, I wasn't in cabinet at the time when one of them were approved, but I can tell you the other ones nothing was signed until we sit in cabinet and the prime minister said okay, that's the vote, that's the position - Mr. AG go work on your documents."

"But you can see how a case can be made that if I am an investor and I see okay, who signed the one for Harvest Caye? Let's say its Erwin Contreras."

"But it's not as simple as that, because the principals of Portico knew and know very well what the process was. They knew that he had no such authority. It is one thing for you to do something and be mistaken as to whether or not you thought this person had authority or not. But they knew. They met with the investment committee several times. They made presentations to us several times."
We found out Peyrefitte had signed the Stake Bank definitive agreement after that interview. Again, those agreements have never seen the light of day.
