The noise that Barrow refers to is countered by the government which says it has chosen to stick with the Portico plan for a cruise ship facility because it has strong partners and a plan that works.

That's fine and well, but why did they first try and stick with the definitive agreement? Barrow gave his best guess today:..

Jules Vasquez
"There has to be some irresistible attraction to the original definitive agreement. If one receives very practical legal advice that, okay plan A wont work, but you can do plan B and here is how to do plan B. Why wouldn't the government have taken that advice then? Why would they instead try to slip by with the dirty definitive agreement with all its known defects and the taint of UDP corruption that was on it?"

Dean Barrow, Former Prime Minister
"Because clearly, that definitive agreement. How shall I put it carefully, if not delicately? Is worth more, to its supporters than any recrafted agreement will be worth."
