And from the issues in the local government to the central one, last week we told you that Fin Sec Joe Waight wrote to the Cab Sec Stuart Leslie informing him that a 140% increase in phone allowances for CEO's had been approved.

But, who approved it?

Well, today, Senior Minister Francis Fonseca said that it was cooked up between the Fin Sec and the Cab Sec - and was not approved by Cabinet - which from our knowledge of how things usually work in Belmopan, is unusual.

But, even though he says those two senior officers came up with it - he's sticking with the line that it was rescinded by the CEO Caucus:

"No, I support the decision of the CEO Caucus to say listen, we appreciate and understand that given the current circumstances, this is not something that we should be receiving, that is a decision I understand they made yesterday or Monday, so I fully support that decision, I think it was a wise decision I think made in good faith."

"How about the decision to initially provide them with an increase?"

"I think, as I said, it's not something that came to Cabinet, it's a decision, a discussion that took place between the Cabinet Secretary and the Financial Secretary I imagine, so the good thing is, the bottom line is that good sense prevailed and the CEO's themselves said listen, we do not want this increase in telephone allowance and I think that's the right decision."
