Last week, Minister of the Public Service, Henry Charles Usher, who is the acting Chair for the House Committee for Constitution and Foreign Affairs explained that the 13th amendment was being suddenly shelved, because the government realized it could amend the criminal control act instead of the constitution. The AG said that currently, they're in consultations about the next step forward.

"The Ministry of Home Affairs, and the AG's Ministry, we are in consultation and considering this matter. So a final product hasn't been determined, as yet, as it relates to what will be the next, step and whether that will be an amendment to the Crime Control and Criminal Justice Act or whatever the case. We haven't decided on that as yet. And so, until we've made a decision, a firm decision, I would prefer to not comment any further but suffice it to say what we all know that the 13th amendment or, you know, the parts of the 13th amendment, those who no longer be pursued."
