Later on Gegg said he didn't quote, "butter" anyone. And that's because he maintains and insists that his agreement is enforceable.

The new labour senator, Glenford Dennison challenged him on that:

David Gegg, Owner - Portico
"I think a cabinet would approve our project based on the fact that we have a valid binding and enforceable definitive agreement, and that agreement calls for the government to pass an act in support of that definitive agreement."

Glenford Dennison, Labour Senator
"But you haven't tried to enforce the agreement?"

David Gegg, Owner - Portico
"No, I have not. I hope that through negotiation we can get to the point where the outcome is mutually acceptable."

Glenford Dennison, Labour Senator
"So are you suggesting that if this project doesn't go through, that you are going to seek court action?"

David Gegg, Owner - Portico
"We certainly have that option."

Glenford Dennison, Labour Senator
"No, I'm asking you."

David Gegg, Owner - Portico
"We will cross the bridge of whether it goes through or not when we get to that bridge."

Glenford Dennison, Labour Senator
"But you're suggesting to us that it's stalled because of us?"

David Gegg, Owner - Portico
"It's stalled because of several things, including the cloud that this Senate inquiry has placed over Belize, not just the project."

Glenford Dennison, Labour Senator
"Who is the government you are talking about? Who are you negotiating with?"

David Gegg, Owner - Portico
"I've had discussions with the Prime Minister, with Mr. Mahler, with Minister Coye. They seem to be like a team within the government as to how we move this and possibly other port projects forward."

Glenford Dennison, Labour Senator
"So those people you mentioned, are you suggesting to us that they are helping you to negotiate with the cruise lines?"

David Gegg, Owner - Portico
"No."

Glenford Dennison, Labour Senator
"Help me understand. What are they helping you to do?"

David Gegg, Owner - Portico
"I am the one that negotiates with the cruise lines. I am sort of like the broker. Have they had meetings with the cruise lines? Yes, they have."

Glenford Dennison, Labour Senator
"So these three ministers that you told us about, were they the ones who helped you to get the cabinet memo put through cabinet?"

David Gegg, Owner - Portico
"I don't have no cabinet memo put through cabinet. I don't know what happened in cabinet."

Glenford Dennison, Labour Senator
"You're saying to this honourable house that you made no attempts to try to assist that project through cabinet?"

David Gegg, Owner - Portico
"I am not capable of drafting legislation."

Glenford Dennison, Labour Senator
"No, no, not drafting, lobbying."

David Gegg, Owner - Portico
"But, well, I didn't have to lobby. The definitive agreement obliges them to pass the Act in Parliament. I don't have a problem with what he did, because I know he was playing to a different audience."

"And I have said that we're prepared to sit down and negotiate something that is an acceptable alternative, at which point we could mutually dissolve that definitive agreement."

Glenford Dennison, Labour Senator
"That would mean that you find context..."

David Gegg, Owner - Portico
"Only if we have something that is an acceptable alternative."

Glenford Dennison, Labour Senator
"That would mean that you concede that there could be, in your current definitive agreement, some things that are offensive."

David Gegg, Owner - Portico
"That's not what I'm conceding."

Glenford Dennison, Labour Senator
"What are you conceding?"

David Gegg, Owner - Portico
"I'm conceding that politicians have decided that they may want to look at it in a different way. and create something different to what that is, that perhaps more suits their political agenda."

Glenford Dennison, Labour Senator
"Why would they do that?"

David Gegg, Owner - Portico
"Isn't that what politicians do?"

Glenford Dennison, Labour Senator
"And you maintain that you didn't butter nobody?"

David Gegg, Owner - Portico
"I didn't butter nobody."

Glenford Dennison, Labour Senator
"Honourable. That's very honourable Mr. Gegg. Very, very honourable."

David Gegg, Owner - Portico
"That is why they rejected me."

Glenford Dennison, Labour Senator
"That is why they are rejecting you? But this government is pushing through a law for you?"

David Gegg, Owner - Portico
"Well..."

Glenford Dennison, Labour Senator
"You're not rejected."

David Gegg, Owner - Portico
"Because they know that this project is needed. And I think they genuinely want better for Belize."

Glenford Dennison, Labour Senator
"So you're not rejected, really?"

David Gegg, Owner - Portico
"We haven't crossed the finish line yet."
