Business senator Kevin Herrera also weighed in, maintaining that the Telecommunications Act was modeled on a liberalized telecoms market, and that is a policy set in stone.

"I think we have spoken out on this issue on several occasions. The issue I have and have had since the potential merger was announced is simply that I don't believe that this country should go back to a monopoly in this manner. I think that for 20-25 years like what my colleague said it has been policy, and that policy has been well documented and enshrined in the Belize Telecommunications Act. And that entire act was built on a liberalized telecoms market. And so to me it seems like a massive misfit so to speak in terms of having players in the market decide that they will unilaterally take us back to a monopoly when the entire act, the entire policy of the country has been based on liberalization. And so in my view, I think that there is a tremendous difficulty that BTL or anyone including the Public Utilities Commission will have in taking this through given how the Telecommunications Act is structured. And so I believe that is really where I am on the issue I know that there are many other issues related to it, I think that there are serious questions related to those who are proposing and promoting this acquisition."
