Lincoln Blake, Director of Investment Policy and Compliance Unit
"Today we had a meeting with the secretaria, the Secretaria Económico del Estado de Quintana Roo and also the office of the gobernadora in Quintana Roo. We initially met at the Belize investment summit in 2025 where the gobernadora sent a delegation and they had met with senior government officials in Belize where they expressed interest to renew a memorandum that we had signed 3 years prior which has now elapsed. And they have several interests in Belize. One interest that they have is to access CARICOM via Belize because they are developing an industrial park in the southern part of Quintana Roo and they also have a logistical corridor that they are trying to utilize on where they want to develop they call it something like polos de desarrollo and it is close to the Riviera the Rio Hondo and what they are developing and they said they wanted to take advantage of that so they could access the CARICOM market by attracting some of the large Mexican Manufacturers so as to comply with the rules of origin in CARICOM via establishing some sort of what they call dual type of factories, they call it Plantas Semillas there so something that is done at the northern part of Mexico where they have factories set on both side of the border and the exchange of intermediate goods so as to comply with the rules of origin for each market they would finalize the product at each respective factory. They want to do the same thing here and they want to access the CARICOM market via Belize so it is something that is doable and another thing they are interested in is the port of Belize. The port of Belize is closer to them than the nearest port which is porto progresso for them and that is about 5 hours away from them we are 2 and a half so that is a large distance which would save a lot of time and also money so that will definitely increase their competitive advantage if they want to create those polos de desarrollo in that area and southern Mexico."
