Delvoy's Alleged Killer Charged

Last night Margaret Campbell complained that the man who knocked down 16 year old Delvoy Castillo had not yet been charged. Well she got what she wanted yesterday afternoon when police charged 23 year old Rudolph Serrano. He was charged with manslaughter by negligence, causing death by careless conduct, driving without due care and attention and driving a motor vehicle without third party insurance. Police say they were monitoring the outcome of Delvoy's hospitalization to determine what charges should be laid.
