He crashed head-on into a horse and carriage loaded with nearly a dozen children and five days later Police Sergeant Clement Cacho has still mot been charged. Why? Well Police Press Officer G. Michael Reid says Cacho is still recovering from injuries received the in accident on New Year's Eve. Reid says the charges are already prepared and all that's left is for Cacho to be served when he is well again. The driver of the horse and carriage Godfrey Eliot has also not been charged. Elliot was riding the buggy on Faber's Road when there was a colission with Cacho's Dodge car at a speed bump. Cacho's story is that he was reaching for a cell phone and lost control of the vehicle. None of the children were seriously injured. The horse was the only fatality.
