Last night we told you about the report from the Auditor General's Office titled: "Embezzlement - Moses Sulph (Date Entry Clerk) - $1610.00.

Last night we had only got to skim the report, but a closer look doesn't turn up much. It is five pages long and is built, mostly, on an allegation made by the cashier that Sulph was collecting money for marriage licenses when it was not his job to do so.

But while that is the allegation the auditors point to no such evidence in their report. They did find evidence of irregularities, and misappropriation of government funds, as well as lax management practices.

Specifically eight marriage licenses were approved but the revenue of $1,600.00 was not collected for those licenses. False receipt numbers were written on these certificates and no one bothered to cross check it.

While the findings show that Sulph did process those eight irregular marriage certificates he denied writing in the bogus receipt numbers and told the auditors that it was the cashier who is responsible to affix the receipt numbers. The cashier denied writing the fraudulent receipt numbers - and in their report, the investigators do not make a determination either way. It says that the officers should have made sure the original receipts were attached to the marriage certificates - but it seems that wasn't a part of the system.

Still the report recommends that the matter be forwarded to the police.
