And the Minister also visited a Pickstock resident - who has been a gang target before. Chadwick Tingling condemned the killing of the teenager and lamented that even though he wants peace between the gangs, he can't make the other side see the light. He also spoke on why Dwayne may have been targeted.

"I'll be honest, this is past the mark of fool, anybody that has sense should know better than, I mean if you want to be in the street war you have to know who you're targeted, you can't be targeted kids, that's part the mark of fool."

"How I feel, I was there when it happened. Right around the lane, as the shot buss I'm ducking, I don't know what's going on and when I hear people screaming, I see the young boy in the shop, that's past the mark of fool but when I see the video that's when I know those young boys on that move past the mark of fool, they are some worm."
"The shooter that came, they didn't come with any sense, they just come to buss shot, they're coming for retaliation for something that happened that they didn't even know who did the shooting, they're coming to make back an answer, they're coming to show us that they're bad, that they could do what they want, they young man don't know what they're dealing with. Chester better tighten up and make those boys know what's going on because this is past the mark of fool."

"It's that, round here is bloods, we are bloods, I won't say we are any gang, but the area is bloods, everybody around here. They young boy is from the alley, we know who do the shooting, we know who is the man, we already know who it is but at the end of the day they're coming to put a target, come on, if you're bussing shot, buss shot on the man that you're supposed to buss shot on. Don't buss shot on the kids, they need to flourish, they need a future. If we [obscenity] our future, we can't [obscenity] they're future too."
"The young man is a smart youth, he's not a gang banger, he doesn't smoke cigarette, no put a beer, he's fourteen, how old? Fifteen, come on, man."
"If it was one of us they shot, I wouldn't feel any way, you aren't understand what I'm telling you, you aren't under the vibes. The way how that young boy died is past the mark of fool. That young boy get execution like he is a [obscenity] mob or a drug dealer, like he's a killer the way they deal with that young boy. That young boy doesn't have anything to do with this, that is past the mark of fool, so man need to feel for him, that's how I feel."
