And while the commissioner insists that the Supreme Court will decide whether or not there is enough evidence tying them to justice for the drug plane, he also pointed out the bravery of the 4 officers who responded to the illegal landing on the Southern Highway.
As viewers are aware, they came under fire from assault rifles while carrying only short arms, and they were still able to lead to the arrest of the "Bladen 11". Here's the exchange between Jules and the Commissioner on that score:

"I don't gamble, sir."

"But, let's say perhaps, you're a gambling man, and you buy the lotto, and you win the lotto, is that something bad?"

"It is good luck. It is fortuitous. Fortune favors the bold."

Jules Vasquez
"Sir, I am not taking away anything from them. I'm just saying, don't - you're born on third, but think you hit a triple. It is a fortuitous confluence of circumstances that ended up in this wonderful bust."

"Whichever way you may want to put it, the fact is that it was good police work because those 4 police officers could have gotten there, and just turn right back."

"They could have said, you know what, we are under fire."
