A disturbing scene was captured by a pedestrian on their cell phone this weekend. And we warn you, the content is of a graphic nature - though we have blurred it.

But, it's the kind of story that has to be told - it depicts a mentally ill woman - fully nude - attacking and beating another woman. It's an unspeakable and ugly incident, but not news. However the part that caught everyone's attention and made it into the public discourse is they uniformed woman police officer standing nearby who didn't life a finger to help as a civilian was being beaten and kicked.

The Commissioner said he saw the video and she has some answering to do. Again, it is blurred, but it's not for sensitive viewers:

"Certainly, the video was sent to me and I must express my extreme disappointment in the actions of the police in question. It shows that indeed these two females were having an altercation and the female police officer standing in the back, hiding and appeared to be laughing. I don't know if she was making fun of what was taking place. But whatever it may be, her action certainly is tantamount to a breach of discipline, a clear act of neglect of duty and that matter has been referred to P.S.B. and they are dealing with the matter."

"If it is that the officer in question felt that she was not in a position to adequately address the issue without being harmed, then at the very least she could have called for support to come so that the matter could have been addressed. So I am not going to convict her, but she needs to explain what happened."
