And while he says the cops aren't pressuring Flowers to drop the case, he also denied allegations that officers tried to rob Salus Penner. Penner told us that he had sold a vehicle for almost 50k when the cops showed up in a vehicle with private license plates. The ComPol said that not only was that completely normal, but that he saw body cam footage of the incident and doesn't believe the officers did anything wrong.

Chester Williams, Commissioner of Police
"And what is wrong with police conducting operations with unmarked vehicles, is that unusual? It's not. And again, why give time to Salus Penner and allow him to say the things that he has said. Who is Salus Penner? You the media people have the information on that. The officers who stopped him, they wore a body cam. I saw the video footage from the body cam and I saw nothing that indicates that the officers wanted to rob him. Nothing, absolutely nothing. He said that he's a prominent businessman, please ask him what kind of business he has. And when you have people."

Reporter:
"You're sure the body cams were not turned off at some point?"

Chester Williams, Commissioner of Police
"No I saw the video footage, everything. When we have people like Salus Penner who engages in the business he engages in, the police will be at your house every time and every time we get information about you, we will come at your house and going to the media and trying to spread false news or say things to get sympathy from the public is not going to save you. We have to send a strong signal to people who use our country or who are alleged or accused of using our country to traffic drugs, we can't tolerate that."

From our experience and observation, it is highly unusual for police to use an undercover vehicle to conduct a search.
