And while the Prime Minister expects emotions to calm down in those 90 days - that's far from a sure thing for persons locked up for 90 days without due process.
So what will really happen after the 90 days? Musa says it all depends on whether these individuals will choose to walk a straight line or not.

"But at the end of the day it is the personal decisions of young men who we have given alternatives to who are saying I still want to continue this lifestyle. We will not allow those individuals who we have given alternative, positive opportunities to to then hold us hostage. It is only a handful of them and so that is why this is very important not just for us to carry out investigations during this time but for them to carry out mediation sessions during this three month period because at the end of the day a lot of the killing is absolutely senseless."
