And while an SOE is generally seen as the most blunt type of law enforcement instrument - today the Minister held to his line that it's somehow being surgically applied:

"Whenever there is a state of emergency there is a very careful vetting and screening process that the police department and the specialized units in particular the GI3 along with the leadership intervention unit special branch all of them go through to see whether or not particular individuals whether they should be caught under the SOE. And so individuals yes while some of them historically might be prominent figures in the past if it is that they are not currently active in that type of gang violence then they would not be detained under this SOE."
"I believe the previous administration likewise had a 90 day state of emergency."
