Policing the Martin's area is a full time job. There are two gangs and one faction and finding permanent peace has proved elusive. You can ask Superintendent Aaron Gamboa all about it. As the commander of the SPU, he's been embedded there for 7 years and has been doing the carrot and stick strategy with the neighborhood gangs for all that time.
