Barry Flowers, he's the only suspect in the Budna kidnapping identified by the victim. And he's also the only cop that has been placed on interdiction in what we can say with certainty was a police led abduction.
But, he's not on interdiction anymore. Jules Vasquez tells us why:
Police Constable Barry Flowers may not be in active duty - but he continues to work special duty. You can see him here at a local Supermarket on Monday night.
And that may be - at least in part - because he is no longer on interdiction. These documents show that the constable was placed on interdiction on September 8th
The letter informing him says, quote, "you are hereby interdicted from active duty effective September 8, 2025, pending inquiry into the allegation that you assisted in the abduction of Joseph (Ryan) Budna which occurred in Orange Walk Town on or about August 22, 2025."
As per interdiction procedure, he was also placed on "half pay."
Now, interdiction is reserved for officers who are criminally charged - and judging by his words it may have been the expectation of the then acting commissioner that he would be charged imminently:

"What the evidence that has come forward so far where he has been identified, the only person who has been identified so far and so I thought that it was sufficient to put him on interdiction while the investigation continues."
But, the investigation is now at a standstill - in an administrative limbo - and though he has been identified, Flowers, inexplicably, has not been charged - and this is now 6 weeks later.
And that has made the interdiction moot.
So, on October third, Flowers was taken off interdiction - and placed on suspension - which is reserved for officers pending the determination of charges.
The letter to him dated third October - three days after the Commissioner Richard Rosado returned to office - notified him that retroactively - he was to be placed on suspension - not interdiction, with full salary - again retroactive to September 8th.
The letter makes it clear, quote, "The half salary withheld for the period 12th September, 2025 to 3rd October, 2025 will be returned to you."
Almost four weeks have passed since it was announced that there will be an independent investigation and, since then, nothing more has been said of it by government officials.
