And while the Commandant says that the matter will not end there, almost a month later, the police department has not made any arrests despite Soberanis and his driver identifying the individual who approached him.
In today's media briefing we asked about it. The police said they have statements but these statements do not contain "elements of any arrestable offense":

"The department is in possession of a number of statements in relation to an incident that occurred with commandant coast guard and another individual. These statements were in custody and they were reviewed. However, as it stands, no, the statement in and of itself do not convey elements of any arrestable offense. Whilst we do understand and appreciate the circumstance and the feeling of commandant coast guard, and we empathize with him, we are guided by the law and we are conducting further investigation. I was made to understand that it's an ongoing situation, one that is also before the civil courts. And that may have been one of the reasons why there was a level of concern and rightfully so on his part to have felt that way. However, as I stated, we are guided by the law and the statements that we have in our custody does not in and of itself conveys an arrestable offense. That is in relation to that particular incident. But we were also made to understand that there was a, I was also made to understand that there was a previous incident that involves his residence when he was away. And that is certainly a matter that is being investigated."

"But if he was able to identify the individual, wouldn't that give like greater grounds for him to be charged or anything to that effect? Because it's been like three weeks now. I think it was May 11th, this transfer."

"What must be appreciated is that offenses, there are elements that are present in offenses and those elements have to be satisfied. When a person is speaking in layman terms, they may feel a certain way. However, if their feelings does not matches with what the law requires for the elements of an offense, the arrest cannot be made."
