Today, the health department had to call for police backup at a Chinese Restaurant at the corner of Vernon street and Magazine Road.
The health department was responding to a complaint that the fried chicken at Ming Ming restaurant was giving off a foul odor.
But when the health department got there - the proprietor was the one giving them a foul vibe, refusing to let the inspectors in.
Frank Cain public health inspector explained:….
Frank Cain, public health inspector

"We have receive a complaint earlier in the day and upon receiving the complaint the officer of this district ask me to accompany her to do the inspection. But upon arrival of doing the inspection the proprietors put up a resistant and they don't want to let us in."
Jules Vaquez
"You are within your right to demand entrance to any establishment for an inspection."
Frank Cain, public health inspector
"Of course that's the law. If they put up a resistance like that then we go and ask assistance from the police officer."
Jules Vasquez
"The police are actually negotiating with the restaurant owner to try and get in."
Frank Cain, public health inspector
"Which is a good way right now because this particular shop many, many times they behave in a way that is unbecoming. We come to this place and we ask for inspection - we identify ourselves but still they don't want to let us in. They don't even respect the policeman right now."
Jules Vasquez
"Why don't you want to let them in?"

"What is the worst case scenario that you have found in the past? Not here in other places. What's the worst case scenario - rodent and insect infestation or poor refrigeration? What are the common things that you sometimes find?"
Frank Cain, public health inspector
"To sum that up we find everything that you have mentioned."
When we left at around 3:30 - half hour had elapsed and they were still negotiating, trying to bring a translator to get the proprietor to back down…
