And he's hoping that the vaccination numbers will go up as cruise tourism starts picking back up. The first cruise ship is scheduled for next month, and with it, comes the fear of a spike in cases and the introduction of new COVID variants. We asked the minister if he is concerned about those possibilities.

"We are always going to be concerned everytime we open a new sector of this economy. But I think it is important for us to realize that we have to have a balance. So, what we have been doing is we've been working with the tourism Ministry to put into place proper protocols so that we can safeguard as best as we can. There is no 100% but we are going to try to put in as many measures as we can to safeguard the public."
